Jacob Couch
Assistant Project Manager

Jacob Couch brings experience in LIHTC financing, public administration, and public policy. He now assists with project management and public finance consulting.
In college, Jacob was an advocate for addressing basic needs, strengthening financial aid, and expanding educational access. Through that work, he recognized that these efforts could only go so far without safe, stable housing, inspiring him to pursue a career in affordable housing. After graduating from UC Berkeley, he joined the California Tax Credit Allocation Committee, where he evaluated more than $2.5 billion in LIHTC funding requests, reviewed tax-exempt bond applications, and conducted subsidy layering reviews for HUD-assisted developments.
